A former pastor has been charged by the Cleveland County District Attorney’s office for sending an unsolicited explicit photo of himself to a Kansas teenager. According to court documents, James McMillan added the victim on Snapchat in 2023. The victim alleges McMillan would use his son’s phone, her former classmate, to access her account.
Local news spoke with the victim’s father who was relieved after hearing James McMillan had been arrested. “He’s clearly proven that he has a problem with this and won’t, you know, won’t stop,” said the victim’s father. “He’s somebody that’s truly a danger to our society.” The victim told police the pastor sent her an unprompted photo of himself working out and flexing in the mirror.
After he sent the workout photo, authorities say McMillan responded with a text that read “trying to get them gains.” Pastor McMillan allegedly asked the victim if she wanted to see more before sending her an unsolicited explicit image of himself. While searching McMillan’s phone with a search warrant in November 2024, police found the unsolicited photo the teen victim had taken a screenshot of.
“She came right to me with this, which we were very grateful for,” the victim’s father said. “It’s something that we really just have to pay attention to, what our kids are doing and what type of platforms they’re on.” “He’s clearly proven that he has a problem with this and won’t, you know, won’t stop,” he added. “He’s somebody that’s truly a danger to our society.”
“It’s very clear evidence as to what happened,” the victim’s father said. The warrant connected to a different set of allegations McMillan was arrested for in November. It is alleged that he was sexually inappropriate with a different underage child and exposed himself. State officials determined in December they had enough evidence to request a warrant for McMillan’s second arrest.
The pastor was arrested but ultimately released when Cleveland County District Attorney Greg Mashburn’s office didn’t file charges at the time. The victim’s father said. “It was shocking, they should, in my mind, be a lot more willing to, you know, take the bull by the horns, so to speak, and get the bad people off the street so they can’t hurt anybody else.”
The DA’s office released a statement: “McMillian’s arrest on 12/9 was based on an OBN investigation involving acts committed in 2023. We requested a further investigation from the agency regarding the warrant. At the conclusion of the investigation, there is a possibility of additional charges. The father said he feared that McMillan might not be charged.
Eventually, McMillan was formally charged with soliciting obscene pictures to a minor. No additional information has been made public and the Kansas victim’s father says he wasn’t notified by the DA’s office. “I was not made aware of anything from the district attorney,” he said. “It would have been nice to hear from them. Not just have to have to check the jail records to see if he’s been arrested or not.”
